Practice participation and game availability are different measurements.

Did not participate
DNP means the player did not take part in the listed practice.

Limited participation

Limited participation can represent improvement from DNP or a reduction from full practice. The direction of movement matters.
Full participation
The player completed the scheduled practice workload.
A full practice is generally encouraging, but it does not guarantee that the player will be active on game day.
Not injury related
NIR commonly appears when the absence is connected to rest or a personal matter rather than a physical injury.

What the game designations mean
Out
The player will not play in the upcoming game.
Once a player is ruled out, move him into a dedicated unavailable section instead of leaving him mixed with questionable players.
Doubtful
The player is considered unlikely to play.
Doubtful does not mean mathematically impossible, but a last-minute change would be unusual.
Questionable
The player's availability remains uncertain.
Questionable can cover a wide range of situations. Practice participation, position depth and comments from the team can provide context, but the inactive list supplies the final answer.
No designation
A player who appeared earlier in the week but receives no final game designation is generally expected to be available.
Do not continue displaying an old questionable label after the team removes it.
